The “Foundation Course on Public Procurement” has been developed by Finance Department, Government of Rajasthan with the objective to increase effective implementation of Rajasthan Transparency in Public Procurement (RTPP) Act, 2012 & RTPP Rules, 2013. The course has been developed in line with the provisions of the RTPP Act and Rules and subordinate legislations, notifications, circulars, and Guidelines issued from time to time by Government of Rajasthan. 

This five-day’s course shall cover all aspects of procurement of goods, works and services including fundamentals, legal & regulatory aspects, and institutional setup in Rajasthan. Core aspects of procurement cycle such as need assessment and estimation of cost, procurement planning, preparation of bidding documents, pre-bid meeting, opening and evaluation of bids, methods of procurement, registration, empanelment, and enlistment of bidders shall be explained during the course. Various ancillary aspects of public procurement having strong bearing on effective handling of procurement functions, such as financial management and accounting, tax implications and compliances, handling complaint, grievances, appeals and debarment etc. shall also be explained in simplistic manner. 

The course shall be beneficial for all officials of Procuring Entities of Govt. of Rajasthan who are involved at any stage of procurement in any capacity, starting from procurement planning, preparation and publication of bidding documents, evaluation of bids and decision making for award of contract. At the end of the course, an assessment shall be made, and certificate shall be awarded to successful participants by Finance Department, Government of Rajasthan.
